The Challenge

Connect Independence & Monmouth as They Grow Together

In 2023, First Forty Feet was hired to collaborate with the City of Independence and the Oregon Department of Transportation (ODOT) on the Central Talmadge Plan project. One of the main challenges was coordinating improvements to a key transit corridor that connects downtown Independence with surrounding areas, while balancing the needs of various stakeholders. A critical focus of the project was enhancing pedestrian safety, particularly for students attending the Middle School and High School located at the heart of the community. Ensuring safe, accessible pathways for kids walking to and from school was essential, and aligning this priority with ODOT’s infrastructure guidelines required careful planning and coordination. Through effective communication and collaboration, First Forty Feet helped navigate these complexities, creating a plan that met both community aspirations and state-level transportation standards.

The new E Street Connection will become a shared multi-use path through the neighborhood, relieving vehicular pressure off Monmouth Ave., while improving pedestrian and bike infrastructure east/west.

The Impact

The revisions to land use zoning regulations, coordinated with planned infrastructure and open space improvements, are set to enhance the quality of life for Central Talmadge residents as the community grows. By promoting more mixed-use development, preserving green spaces, and upgrading essential services, these changes will support a vibrant and accessible neighborhood. First Forty Feet’s demonstration project, which included three temporary crosswalks, allowed residents to experience firsthand the benefits of safer and more efficient pedestrian connectivity along and across Monmouth Ave. These initiatives will foster a more walkable, connected, and community-oriented environment for current and future residents.
