The Challenge
Housing in Norwalk's Civic Center
First Forty Feet was engaged to redesign the Norwalk Town Center in Norwalk, California, with a focus on creating an inviting, walkable, and community-centered hub. One of the key challenges was designing the buildings using prefabricated modular construction, which required thoughtful planning to ensure that the project was both affordable for new residents while also delivering an aesthetically pleasing and diverse built environment. Drawing from the city’s unique cultural and architectural heritage, the design introduces elements of local art, references to local mid-century modern architecture, green spaces, and vibrant gathering areas that encourage social interaction and local events. The project integrates design elements that promote both the pedestrian experience and a local architectural vocabulary, reinforcing Norwalk's role as a dynamic hub with its own identity for its residents and visitors.

The original concept sketch illustrates the project's emphasis on creating walkable blocks to reinforce the center as a vibrant pedestrian-oriented hub in east Los Angeles. The paseo (orange) and linear park (green) became important 'addresses' in the design.

The Impact
Fostering a Sense of Connection
The Norwalk Town Center redesign offers significant benefits to the local community, transforming the area into a vibrant, accessible, and sustainable focal point for social interaction and local culture. With inviting public spaces, pedestrian-friendly pathways, and thoughtfully designed green areas, the center encourages residents and visitors to gather, relax, and participate in community events. Prefabricated modular construction has allowed for efficient project completion with minimal disruption, while the new design reflects Norwalk’s cultural identity, fostering a sense of connection and pride among residents.
The project promotes economic vitality by attracting local businesses, enhancing foot traffic, and providing flexible spaces for pop-up markets, performances, and other activities. Additionally, sustainable design choices, including native landscaping and energy-efficient lighting, contribute to environmental responsibility and long-term cost savings.
